Fine, I think I found a fix.
The DLC1VQ03HunterStage90DexionStand1 Static (0201A931) acts as a placeholder for Dexion to read the scroll, and it is linked to the DLC1VQ03HunterDexionStage80Stand Package, whose conditions are :<br>

GetStageDone Quest:DLC1VQ03Hunter,80 == 1 AND<br>
GetStageDone Quest:DLC1VQ04,10 == 0</blockquote>
That looks correct at the first sight, but I felt something strange... I changed them to :<br>
<blockquote class="ipsBlockquote">
GetStage Quest: DLC1VQ03Hunter >= 80 AND<br>
GetStage Quest: DLC1VQ04 < 10</blockquote>
And hurray ! Dexion doesn't even go to the placeholder ! I made several tests before and after the scroll reading stage. Dexion reads properly the scroll when intended, then never goes back to the placeholder.
On an existing savegame it may be necessary to reset Dexion AI and the Dawnguard HQ interior, then purge cell buffers.
And that leads me to think about another eventual bug in the game engine : The GetStageDone instruction may be inoperant, at least when used in packages.

Interesting. GetStageDone does work in AI packs, I've used it before with expected results. Not sure why that pairing doesn't work as listed for Dexion but if it stops this, an easy fix is always welcome.
I also found that the DLC1VQ03HunterStage90DexionStand invisible furniture wasn't grounded : its z coordinate was -120.067024 unlike nearly -128 for other various NPC placeholders in the same cell. That might explain why Dexion was floating in the wrong animation. I also fixed that and made a <a href="http://host.conseiljedi.com/~nico/Skyrim/Fixs%20persos%20pour%20USKP/Fix%20Issue%2012689.7z">small fixing esp</a> for both problems.
Alas, despite all the wonderful details, it is a duplicate of Issue #6412, which has been fixed. Simpler solution than all this too
