I noticed it several months ago, and forgot it... There's already a fix for this on <a data-ipb='nomediaparse' href='http://skyrim.nexusmods.com/mods/22323/?'>Nexus</a>. I tested it when it was released, it works fine but you have to be warned : when fuz files for shouts are packed in a bsa archive with the compression flag turned ON you get an instant CTD when launching the shout. Uncompressed bsa archive work flawlessly, though.
However, as I don't have permission to download your fix, I couldn't say if it is better than the previous one from Nexus.

For clarification, the fix linked by Nico re-uses the single-word stand-alone shout. All other shouts have a sort of buildup with the first word when used with subsequent words, a pause before the rest of the shout issues forth. To have the first word end in an exclamation instead of a pause when using multiple words of the shout would sound incorrect. Sialivi did some sound splicing to create the fix that will go in USKP.
