Issue #14605: Vigilant Tyranus missing vigilant dialogue
Probably missing a faction?
All the vigilants should have the "You're a Vigilant of Stendarr?", "Who's Stendarr?", etc. http://uesp.net/wiki/Skyrim:Vigilants_of_Stendarr#Conversations Also, the former marks the location of Hall of the Vigilant on the map. Tyranus is probably the only vigilant encountered in the early game. (Most of the vigilant encounters are level 5, and the Hall is destroyed at level 10 in Dawnguard.) |

It appears that he is indeed missing the 'VigilantOfStendarrFaction' in his actor data. I noticed that other specifically named vigilants such as Tolan (DG), Adalvald (DG), and Keeper Carcette all are part of this faction. I don't know whether it was deliberate for Tyranus to not be included in that faction for some reason, but that is an interesting observation.
Update: He still doesn't have any dialogue. Because he was missing his faction, they didn't record it in MaleCommander voice.

He doesn't need it. But Vigilant dialogue only appears for specific voice types as dictated by the holding quest's conditions.
