Issue #14792: Locations marked as clearable without a boss

 
I went through all the clearable locations and these are the only ones without a boss to actually allow them to be cleared

Fixed for USKP 2.0.3.

Northwind Mine, Arcwind Point, and Avanchnzel only. The rest of them are all one-shot locations that either don't reset or have NPC swaps going on.

Dungeons that don't show up as clearable aren't that big of a deal anyway.
