Issue #15507: Stabilized: Sapphire has no persuade or intimidate tests

 
Missing test, so the first clause is always executed. You will always persuade or intimidate, no matter what....

This should probably be a 50 "Average" persuade, to match the leveled quests in town (Caught Redhanded, Drahff, random thief, etc.)

No need for Amulet of Articulation check, as different dialogue for guild member and guild leader.
