Issue #1451: Morokei does not attack
Quest for the staff of Magnus: After killing the two Enthralled Wizards, Morokei is free and floating araound but does not attack the player. You can kill him easily.
Note: If you kill Morokei and resurrect him after that, he still won't attack. But: If you kill Morokei, take the staff of magnus and trigger the next stage of the quest, he WILL attack after you resurrect him. |

Just battled Morokei now and experienced the same behaviour. He just floats around casting a ward and other defensive spells, not attacking me or my follower even once. In fact you can just stand there and he won't attempt to hurt you at all, very lame.
After the fight I pinched the Staff of Magnus off his corpse and resurrected him. Sure enough, he actually attacked me and his AI was just fine.
I notice that he never actually uses the Staff of Magnus, so perhaps whatever is causing that is also preventing him from using his regular attacks? I can supply a save from just before the fight, if it will be of any help.

That save would be much appreciated. You don't happen to also have a save from before you resurrected him, when Morokei wasn't attacking, do you?
Yup, I do. I've never had to upload saves before, so I'm not sure what the preferred way of doing it is.
Rather straight forward, package the files into a zip-archive, upload them to your favourite site or here (Downloads - Unofficial Patch Project - Files for Fixes), and then add a link to the uploaded file as a comment. Files uploaded here are only accessible by the team members.
If you're using SKSE, we'll need also the SKSE co-save. If you're using mods other than the unofficial patches, include your load order as well. And please don't go removing mods from the save(s) as that might mess things up.

Well this is interesting to say the least.
Killing the enthralled wizard breaks Morokei loose just fine AND combat music begins and he will make effort to stay out of your way and ACT like he's fighting you. Your follower even treats him as hostile and starts firing spells at him.
It LOOKS like he is having trouble actually using his attacks rather than simply not being hostile. That doesn't make much sense though.
The kicker - no errors at all in the log. So it isn't because some script failed at doing what it needs to do.

Reposting from chat: I've got a pet theory that equipping the Staff with the "no unequip" flag set prevents the priest's combat AI from functioning properly, as his Destruction spells can only be used in the same hand the Staff is in, and Arth reported that he casts buff spells (left-handed spells) correctly.
That didn't pan out unfortunately. Went back and removed the two true flags from the script and he won't equip the staff. Still won't fight back either.
At least with the staff equipped he'll use wards and summon atronachs. I'm not sure what more there is we can do here.

There's been no further movement on this and I don't think there ever will be. It's time to put this 7 year old beast to rest.
