Issue #18217: After MQ201 - Brelas disappears when reaching Windhelm

 
Assuming she isn't killed in route between the Thalmor Embassy and Windhelm, Brelas disappears from the game after entering Windhelm. This might be due to a badly placed marker or something with one of her AI packages, because she was apparently intended to end up in the New Gnisis Cornerclub.

Fixed for USKP 2.0.8.

She was intentionally disappearing, but that was only supposed to happen if Malborn was dead. Her package has been adjusted so that the disappearance happens where they'd go to if they're both alive and fleeing to Morrowind. It has also been flagged not to be active if MQ201Malborn is running so she'll be able to use her proper sandboxing in the tavern with him.
