Issue #18972: Winterhold students don't trigger College suspension quest

 
For whatever reason, the three College of Winterhold students are marked as Reserves Reference in DialogueWinterholdCollege. This prevents them from filling the Victim alias in MGSuspensionQuest, thus preventing the quest from starting.

Errr...two of the students. I just noticed that Brelyna doesn't have an alias on the dialogue quest.

Fixed for USKP 2.1.1.

Marked the alias in MGSuspensionQuest to allow reserved as the dialogue quest can't be updated to fix this.
