Issue #19173: Intimidate foolhardy NPCs fix

I think I found a way to fix the inability to intimidate foolhardy NPCs without having to reduce their confidence level. You need to change the game setting 'fIntimidateConfidenceMultFoolhardy' to 2.000 rather than the default 100.000 setting. The reason you change it to 2.0000 is because fIntimidateConfidenceMultCowardly, fIntimidateConfidenceMultCautious, fIntimidateConfidenceMultAverage and fIntimidateConfidenceMultBrave are set to 0.0000, 0.5000, 1.0000 and 1.5000 respectively so 2.0000 would make sense. I tried this in game to intimidate NPCs set to foolhardy like thieves on the road. I used the console to make sure that they were set to foolhardy rather than brave or a lower confidence level and it worked consistently. You would still need a high enough speech skill and character level to successfully intimidate them though.

Fixed for USKP 2.1.2.

Nice find. I don't think any of us even realized those settings existed, much less than one of them was that wildly out of balance.

All of the NPCs we've previously edited to work around this have now had those settings restored to what they were in vanilla. Sure enough, it became possible to intimidate the foolhardy once the proper skill levels and perks were applied.

Jeebus... That's definitely a forehead-slapper of a mis-entered value. Good find indeed, sir; the source of the problem is fixed instead of worked around.
