Resolution: Fixed

Issue #19319: Jarl's Longhouse (Winterhold) doesn't have it's own ownership faction

 
The Jarl's Longhouse in Winterhold belongs to the Winterhold crime faction, so if you help anyone in Winterhold (including, ironically enough, the College) you'll be able to take whatever you want from it.

I noticed this too a while back and am not sure which faction to change it to (if any) since Bethesda didn't provide a lot of options.

You could just make a "WinterholdJarlsLonghouseFaction" and add Assur and Malur Seloth to it, and set the Jarl and housecarl to be added to it in DialogueWinterhold

Fixed for USKP 2.1.3.

New faction created and NPCs added to it. Will not take effect retroactively because the "free stuff" change can't be updated that way anyway.
