We're going to need to see your save for this one. It doesn't sound like a situation we'll be able to deal with without that to look at.
I would be happy to send you my save, but I'm not quite sure how to do that. I located my saved games, so would I send you the .ESS file, or SKSE file, and how do I send that to you? I haven't found an attachment option.
Really quick, here is some additional information. The save I can send to you has all the official DLC turned on, as well as the Unofficial Legendary Edition and texture mods. Also SkyUI is turned on in the save because the game would crash when I tried to save without it turned on. I load the game through SKSE, and I believe that is it. I tried it without Interesting NPCs turned on and I have the same issue.
All the research I did to find a solution to this problem points at this quest being fairly buggy in multiple ways. I played the quest once before and it worked fine that time. Anyway, thank you for looking into this!

You will need to stick the .ESS file into an archive folder such as .7z or .zip.

The issue you're running into is caused by an inventory reference corruption. Somehow the game has an internal reference pointing to your "Treasure Map 1" object instead of the Aetherium Shard item it should be. Even though all signs with the console would have told you the values were correct, internally, somewhere, they're not. It's an engine bug, but one that could be worked around in this case.
It's also not the first time we've been trolled by treasure maps. Pete once had one that would trigger the Red Eagle quest when he read it, which according to everything the CK says, is impossible.
