Issue #20556: Deacon's briefing in Rockets' Red Glare

 
After boarding the Vertibird, he's no longer giving the briefing or having the dialogue with the Prydwen control tower. He just says, "Alright, now for the full brief..." and then pauses and makes one of his usual random comments about, "If I were a sniper, I'd be there..."

Update: There may have been a bug with the radio. I tried with a custom radio mod turned on and I no longer had the bug, so I assumed it was a mod issue, but I deactivated the mod and still got the bug with no radio on. Then I turned on Diamond City Radio and that fixed it too. For some odd reason it seems having the radio on -- whether modded or vanilla -- will cause the bug.

I had this same issue, with no influence from the radio. I managed to fix it by grabbing a Brotherhood outfit while I was clearing the police station, putting it on, and getting into the veritibird before Deacon did. That combination seemed to unlock all of Deacon's briefing, Tinker Tom's comments, and their conversation about docking with the Prydwyn.
