I have since found two other terminals linked to security hardware that lacked a tapedrive and mooted the point of the Total Hack holotapes; one in the HalluciGen building linked to a pair of docked protectrons in the same room, and the sergeant's terminal in the BADTFL office, linked to a laser turret over the evidence lockup.
All three are corrected in the following plugin. This also proved helpful in identifying what subrecords control holodrive functionality on terminals when viewing the records in FO4Edit.

Just found a fourth terminal, the Gunner compound just north of Finch Farm has a holodrive-less security controller terminal tied to turrets and spotlights. Ignore the plugin in my first reply, use this one instead:
And now we're up to #5. This one is the security terminal right past the decon archways in the Med Tek research building.

Aaaand #6 so soon after finding #5. This one is the cell block control terminal in the Med Tek basement. Updated OP attached file.
Med Tek trifecta complete; the one locking the lab where the cure that MacCready seeks has turret linkages but no holodrive.
And now, the Boston Police Rationing Site has a terminal with no holodrive hooked up to a protectron.

Controls a single spotlight on top of the Weston Water Treatment plant with ref ID 0019FA72. In addition to the control terminal being driveless, there's a second spotlight (ref 0019FA6F) right next to the linked one that isn't controlled by the terminal, and the first spotlight has a presumably invalid link to an xmarker for some reason, which was probably supposed to be a link to the other spotlight.

More interesting, and this one has always been the most irritating instance of this issue in the game for me, this driveless terminal controls ten(!) turrets.
