Issue #22880: Allure perk - buying multiplier set to 0.91 instead of 0.9

 
This was reported on Nexus:

The buying multiplier of Allure perk is 0.91 instead of 0.9 in the Speech tree.


Arthmoor said in chat that it would be worth looking into because even a difference in the multiplier of 0.01 is apparently significant. Personally, I have no idea if it actually causes any problems with anything or not. It also may be intentional for all I know.

The reason I consider this a bug is that both the enchanting effect and the potion effect add the stated value when buying and subtract when selling to the multiplier. Also, the Haggling perks from the same tree which suffer from the same problem have been addressed in an old unofficial patch (I think maybe the USKP 1.2.6). So I think this problem definitely needs to be fixed.
