Issue #22812: Deliver the Stallion's Potion to Raerek Bug

 
After receiving the quest from Bothela to deliver the the Stallion's Potion to Raerek, it is still possible to deliver it to Reberrus Quintilius, the steward that would be in place if the Stormcloaks controlled Markarth. This is obviously incorrect, and I would presume that you can deliver the potion to Raerek if you're supposed to deliver it to Reberrus.

There are some odd things going on in the dialogue conditions.

Raerek's doesn't check against actor or voicetype, just alias. And different people with different voices could be in that alias.

While Reburrus's line checks against actor but not if he's the Steward.

This was an issue we addressed in an earlier patch version. Due to the way in which audio works with aliases, it's not possible to fix it by simply pointing to the alias because the line for the alternate steward will not play. Right now this is as good as the fix is going to get.
