Same issue here on patch v17, Windows 10. I've confirmed the following foods to have had their hunger value set to 0:
- apple cabbage stew
- beef stew
- cabbage potato soup
- clam meat
- dog meat
- gourd
- home cooked meal
- horker meat
- horker stew
- horse meat
- leg of goat
- mammoth snout
- mammoth steak
- pheasant roast
- raw beef
- rabbit haunch
- tomato soup
- vegetable soup
- venison
- venison stew
All the other food items that have complete item codes on UESP's Skyrim:Food page seem to have the normal hunger values, as do foods added by Survival Mode (i.e. hot soups). I wasn't able to test anything that didn't have a complete item code on the UESP page, such as the baked goods in the Hearthfire DLC.
