Issue #23602: Mole rats at Rotten Landfill not cleaning up (DN119Fight)

 
Some mole rats (FormIDs starting with FF) at Rotten Landfill never seem to clean up properly after you initially go there and kill all of them. Below is my log output. Maybe it will be helpful in figuring out what is going wrong here.

This quest also had a broken alias on it for the second scavenger which has been replaced.
