Issue #24646: Brotherhood radiant quest "Feeding The Troops" keeps choosing the same settlement

 
Teagan repeatedly sends you to the same settlement when he should be sending you to random locations across the Commonwealth, as each settlement that is shaken down for food becomes property of the Brotherhood who will then patrol the area. This is quite a large failure in the way the quest is supposed to work.
