Note: This looks like a similar error to what is reported in Issue #21004. Obviously, it's related to a different quest though.

Seems this same type of error can occur on multiple quests in various "dungeon" locations.

Yes, and because it's a QUEST issue (as explained in #21004), the errors reported in your comment should have been posted in separate tickets.
