Issue #27172: Swing Blade Trap in KilkreathRuins02 only swings once despite apparent setup for persistent swinging

In KilkreathRuins02 "Kilkreath Ruins" [CELL:0004624F], there is a swing blade trap triggered by a tripwire that swings once immediately on trigger and then stops. At the far end of the short hall where the swing blade trap is located, is a lever switch that seems to do nothing.

I think this trap is meant to persistently swing, and then switch at the far end is the switch-off toggle for it.

The lever switch's RefID is 1054CD.

I've compared the setup for this trap to the setup for the same type in Bleak Falls Barrow and I can't find anything that's been done differently here.

So I went back to have another look at things after checking on a script fix we did for 4.2.2. Turns out that an edit we for some reason made to this ages ago was masking the real problem here. Skyrim.esm had this incorrectly flagged as a pressure plate system instead of a tripwire which is why the blades only swung through once - it was treating the tripwire as though it was a toggle switch instead of a single state change. This is also why the lever at the end of the hall did nothing. It thought there was nothing to do.
