Issue #29126: Last Voyage of the U.S.S. Constitution: Scavengers don't attack

 
So this bug has been reported before but didn't seemed to get tracked. Quest stage 800 Last Voyage of the U.S.S. Constitution and the scavengers just won't spawn. There respawn 2 raiders from time to time but thats it. It might have something to do that I stealed from the scavengers by accident (at quest stage 300). The bug report before me noted something similar so this could be the root of the issue.

I always still from them that one part they have (because they are jerks and won't sell it to you), usually sneak in the back door and wait for the dude to leave the room. Grab the part and run back to the Constitution. Did you happen to kill all the Scavengers including the Named ones?

@Lone_Wolf Well I didn't stole the chip at first but some random loot that was lying around. Then I killed the scavengers and took the chip but that was before I gave my final answer to their question to join them or join the robots ( I choose to think about it and looked around then I stole accidently from them. And yes I killed all of them. Maybie not ending the dialog properly by choosing a side bugged the rest of the quest out idk.
