Right before the end of the Human Error quest.
Stockton says: "I had hired a mercenary to do the job, but clearly I should've hired you instead, eh?"
Subtitles: "I had hired a mercenary to do the job, but clearly I should've contacted you instead, eh?"

Also, I don't know whether I should report it or not, but there are multiple owned items in the Covenant after it becomes a player's settlement (namely a cat bowl and a wild mutfruit).

The issue with the wild mutfruit is going to be addressed in the next update (see Issue #28534). Please report the others in a separate ticket and we'll evaluate them from there.
