Issue #31693: Katariah sailors accuse dragon of being in the Dark Brotherhood

 
The title says it all, really. While onboard the Katariah, there was a dragon attack. I remained completely undetected, yet the sailors on the main deck were using their Dark Brotherhood lines as they ran around after the dragon.

probably the sailor npcs have no dialogue assigned to them other than yelling at the player for being DB Assassin. Temporarily disabling dragon attacks while player is on the Katariah might be a solution.
