Issue #32457: USSEP makes unneeded change to ghost morality

 
USSEP changes the ghost with ID 00104b61 from "No crime" to "any crime". While this would be considered a valid change for consistency's sake (every other ghost in the LVLN 00104B62 has the Any Crime morality), this doesn't actually do anything because that morality stat only applies to the player's Followers and has no effect on leveled enemies.

As a note USSEP also adds some keywords to the ghost with ID 00104B5B (which also has "No Crime" morality, only other ghost with that morality instead of Any Crime) , but as far as I can tell that ghost is unused.
