Issue #31714: Taffington Boathouse settlement southern end has issues with settler assignments

 
I had issues building in the southern end of the settlement, with the following:
1) Assigning settlers to vendor stalls, had to do a lot of fiddling to get it to work.
2) Building in that area had issues with selecting structures, or walls, ceiling, etc after placement.
3) Bed assignments were difficult as well.
4) Settlers at vendor stands will not work properly.

For issues 1-3 going in and out of workshop mode seemed to do the trick temporarily.

You say that the south side of the settlement has issues, but the mod you've linked has a map that identifies the west side as the problem area.

I have double-checked this in-game and have confirmed that it is the Southside of Taffington Boathouse - links up with the picture in that aforementioned mod (thanks for that btw)

The mod that OP linked has fixed the vendor issue for me

A relatively simple issue. The settlement border extends out to the south over the water, but the cell was not marked as part of the Taffington Boathouse location. A cell must be part of the location a workshop controls in order to be able to built on it, whether the magic green border thing says so or not.
