Issue #32300: Latch Bar in Milton Parking Garage can get stuck

 
In the Milton Parking Garage, the latches on the doors to the bridge to Fallon's and to the roof can bug out and get stuck in the closed position.
In this state the door can still be opened and closed, but you can no longer get through, since the bars physically block the way.

There seem to be several ways the bars can bug out. For me, they opened fine at first, but later returning to them (after closing the game and loading a save in the garage), they appeared stuck.
This happened to me on the latest (unofficial) patch.

I reported similar at Kendall Hospital exit. The big problem with Kendall is that when the bars can't be moved, players on survival are screwed because they can't get out of the hospital. Hopefully their saves weren't in the hospital itself or we're talking game breaking.
