Issue #23322: Penetrator Perk Not Working With Non-Hitscan Weapons

 
The Penetrator Perk does not work with non-hitscan weapons (i.e. the Plasma Gun and the Tesla Rifle). VATS shows that you have a 0% chance to hit with these weapons when trying to use this perk, despite the fact that the perk's description doesn't mention that these weapons cannot bypass cover like ballistic/laser weapons can.
