Last Plank CatDrinking FURN:000FCDCB, but no bowl. 101CB9 Cat Bowl, X:970.7, Y:5066.61, Z: 1761.79 with DefaultDisableHavokOnLoad seems to look about right. May need a higher height with the debris, but that is Z floor height given.

Turns out, there is a static cat bowl to make things a bit easier: CatBowlStatic "Cat Bowl" [STAT:00101CBE]
