Issue #33055: USSEP fixes that have not been carried over to Open Cities

 
Given my two most recent bug reports, I wanted to check which other bug fixes from USSEP that have not been carried over to Open Cities. I found quite a lot. The result is in the attached esp file. While it mostly contains placement and ownership fixes, a few things look a bit more serious, so it would be good if these could be included in the next update.

I have reviewed all references in the output, so I am sure everything is linked to the right reference. What I am not equally sure about is that everything is correctly adapted to Open Cities. In particular, you will have to review my changes to the persistent references, and in particular USKPWhiterunHeimskrAudienceSaadia, WindhelmSceneStartTRIGGEROCS, the MS11StalkingCheatTrigger, and the C04GawkersSceneTrigger. The last one I simply marked as Persistent, but I was not able to figure out how it is connected to the quest it is supposed to fix. I assume a similar bugfix is required in the OCS override, but you should know better than I what needs to be done. I am also curious of which bugs these references are meant to resolve and how, if you would like to tell.

For the temporary references, I think most things are correctly carried over. I think I got all Enable markers right, taking into account that the Rocks and Flora enablers are not used in Whiterun OCS, and that FloraLightsEnabler is not used as much in Solitude as in Vanilla. However, could you check on the following references: xx004A18, xx4A5F (some weird CW disable parent not used in Vanilla Skyrim), and xxC71E (not sure why the kettle was not linked to the festival in OCS). You could also sanity check the newly placed references, in particular the light and the insect spawn in Solitude (the rocks seem to make sense according to my own checks).
