Issue #32639: "Mourning Never Comes" won't trigger after completing Nazir's quest
"Mourning Never Comes" won't trigger after completing Nazir's quest and no more Dark Brotherhood quests are offered. This issue is documented on UESP. In my case, I completed all three of Nazir's contracts, returned to the sanctuary, and Cicero never arrives. I tried returning to the sanctuary after several quests, and there was no change.

I realize this is a year old already, but I need to know what order you did things in.
Examining the data in the CK, it looks like this would only be possible to trigger if Narfi, Beitild, and Ennodius Papius have all been killed prior to being given the contract to kill them. If even one is killed while on the contract, the proper variables get set and Nazir triggers the quest when you talk to him.
[Note for whoever picks this up - the script in each contract has a commented out variable set that probably needs to be turned on if the NPC is already dead]

To the best of my recollection, none of the three was already dead. I no longer have access to the save or the game at he moment to confirm.
