This is due to a collision issue on the display case mesh it's located in:

SetDressing\FederalistFurniture\FederalistDisplayBoxMidShort01Dest.nif

Collision issues are typically not fixable for this game, but Bethesda has dropped hints that there may be an official exporter for Fallout 4 soon so we may be able to check this again at that time.
