Issue #25318: Vault 88, settlers do not equip pip boy

 
During the vault 88 questline I expeled the overseer since those quests are annoying, so I turned vault 88 into a "regular" settlement

Set up a radio beacon and all that, and the settlers started coming

I gave them all pip boys and vault suits via the trade menu, but only the first settler equiped the pip boy, all the others only have it on their inventory but are not using it

This discrepacy can be explained? Let me know if you need a save
