Issue #34114: ccBGSSSE001_Misc_WhiterunPartOne: Quest marker points to Mila prematurely

 
When you obtain the Heart of Gold quest [ccBGSSSE001_Misc_WhiterunPartOne], read the bounty letter, and set it as your active quest - the map marker will point to Mila before you've caught the goldish for her. This should obviously not happen until after you have the fish in your inventory.

It looks like the cause is similar to Issue #34066. All three quest objectives have Mila set as the target.
