Issue #34125: POITundra22: References with missing enable parents / respawn settings

 
In the 'POITundra22' cell, the references listed below are not properly linked to the enable parent marker 'DLC1VQ03FalmerCartEnableParent' like they should be. This point of interest (POI) cell is altered during DLC1VQ03.

Ignore the second part of the title. This ticket is only concerned with the missing enabled parents. I decided it would be better to add the potential issues with respawn settings to another ticket (Issue #34126).
