This is related to the purple butterfly activator near the sewer entrance in Solitude.

And I just noticed this in the change log for v4.2.7. The CK indicates that the enable parent is still attached to the reference. It would seem that the fix was mistakenly left out when Garth's Unofficial CC Patch content was transferred to USSEP. There are no edits to 06086B09 in USSEP.
