Issue #27025: Northwatch keep guards attack

 
I only have the unofficial patch with no other mods and I'm trying to do the non violent option with missing in action. I have the orders from Tulius and I give them to the guard. He then says to follow him and as soon as I step through the archway they attack me.

Having done this option several times in my own games (all since 2019) I can confirm the NPCs do not go hostile and the peaceful solution to this works as expected.
