Issue #34295: Bounty quests dont clean up letters after shutdown
If the player enters an area with a valid bounty (Any town with an inn, for example), the quest will start. The instant it starts, it will fill the aliases, including creating the letter.
If the player then leaves the area without actually talking to the questgiver and getting the letter from them, the quest will shut down, but the letter created by the alias itself will never actually be deleted, it will just exist in a disabled state forever. Credit to Nonseen for discovering the issue and creating the initial fix (I'm fixing it in a slightly different way, but the same basic principle - original fix has open permissions). That sounds bad if every time you enter an inn or a Jarl's keep (with a steward) that occurs when you don't talk to them about a bounty quest. It seems like having all of those disabled letters would create a fair amount of save bloat after a while considering the number of times you enter one of those locations for a reason other than to ask about a bounty quest during a given game. I suppose there's no way to do a retroactive fix either since all of those references have already been created and disabled.

Nonseen’s original fix did have a retroactive cleanup available as a separate mod, but I think it takes a while to run based on how many letters you have. It seems to manually scan the whole game for bounty letters one at a time
