Issue #34399: LetterHonningbrewMeadery01: Unique letter respawns

 
"Maven Black-Briar's Offer" (LetterHonningbrewMeadery01) will respawn when the cell resets. This was probably not intentional given that it's a unique note. It especially doesn't make sense when Sabjorn is in jail and Honningbrew Meadery becomes Black-Briar Meadery during the Thieves Guild questline.
