Issue #34495: "Zealous Overreach" Quest Not Starting

 
I completed "Exhuming the Past," "The Other Side," and "Conflict in Conviction" without any issues, but I am unable to get "Zealous Overreach" to start. My objective for "Aligning the Houses" is "Assist House Ka-dic" with the objective pointing to Razma Ka-dic. She refuses to enter dialogue, only speaking lines referring to Ochim and Mujeen from the "A House Divided" quest. Reverting to an earlier save with "A House Divided" active but not completed resulted in Razma having no dialogue lines when attempting to interact. It appears that something is causing the scene between Razma and Djimal to not trigger, making the player unable to initiate conversation with Razma to begin the quest.

I was able to isolate an earlier save where the issue appeared on my playthrough. I have 2 saves with 9 minutes of playtime between them. In the first save, the scene triggers and dialogue is able to initiate to start the quest. In the second save, the scene fails to trigger and Razma is silent with no way to begin the quest. The 2 saves were made during the "Path of Redemption" quest, with the unaffected save made in front of the Wayshrine of Devotion, and the save where the bug is present made in front of the Wayshrine of Obedience. Somewhere in the 9 minute travel time between these two locations, the bug appears to have triggered.

The map marker for the Shadow Station Epsilon location visited during the "Zealous Overreach" quest is marked as Explored on both the affected and unaffected save. I have loaded the unaffected save and walked the area between, and around, the two Wayshrine locations but have been unable to replicate whatever bug has caused the issue with the Razma and Djimal scene not triggering between those 2 saves.

This Google Drive folder has the save without the bug (Save4923), the save made 9 minutes later with the bug (Save4924), and my most recent save (Save5126), where I first discovered the issue and to show the bug has not resolved over time after the completion of several other quests and objectives for the related "Aligning the Houses" quest.
