..... forgot to mention: I usually don't leave that guard tower standing..In most playthroughs, by the time the Old Guns quest starts, I have already scrapped it.
This time around I am on this quest earlier than usual - shortly after taking the castle I came right back and Ronnie was there before I'd built anything else - and the guard post was still intact.
Moreover since just picking it up and putting it down again seems to work too, this possibly tracks with many, but not all, players experiencing this issue: if you've scrapped or moved it ahead ot time, whatever mysterious Quantum Entanglement connects the artillery objective with this freaking wooden platform wouldn't be in effect.

Scrapping or building objects lets the workshop recalculate its resource values.
The quest looks for a specific resource value that should update when the guns are manned.
It thus looks as if manning the guns does not always result in the resource values being updated as expected.

So this just happened again, and there were some important differences:
- With the guard assigned to the mortar, and nothing happening, i assigned them to something else then back again, twice. No progression.
- I assigned another settler to the mortar. No progression.
Now here's the thing: i didn't SCRAP the guard tower. I just picked it up and moved it like 5 feet to the right, just like the user in this thread reported:

Scroll down to the start of the posts from 2024. Not only did they report that just MOVING the tower progressed the quest, but a bunch of other folks chime in saying that fixed it for them too.
Ofc if moving stuff around also triggers recalculation, that explains it, i suppose. I guess assigning people to things doesn't? Because several assignments, of different NPCs to different things, didn't trigger it either.
