Issue #34759: Sifnar Ironkettle idles on stairs in Palace of the Kings

 
Sifnar Ironkettle seems to often get stuck on some steps (000972F4) in the Palace of the Kings, Upstairs. Either there's something wrong with his AI packages, or a navmesh issue is preventing him from going where he's supposed to go. Regardless, I doubt he's supposed to be stuck idling in this particular location.

There was a flying vertex at the exact spot in the screenshot. I also updated the cover edges.

There was a whole lot more wrong here than just one floating vert. Practically the entirety of the cell had floating nodes and even an island that wasn't noticed.

This led to a full check of the other upstairs room and the main hall downstairs. In the end, all 3 cells had numerous issues with floating nodes and just plain bad placement of triangles where NPCs couldn't possibly go. It looked very much like the cell underwent some radical changes after the initial navmesh pass was put down. All of it should be fixed now and things inside the palace should now be running much smoother than before.
