Resolution: Not A Bug

Issue #34436: Illia won't wear any amor given to her while other followers will

 
She just keeps wearing her blue mage robes no matter how good the armor given to her is.

She's a mage class, she prioritizes magic robes over armor. I don't think this is a bug unless she won't equip super high quality mage robes either.

This also isn't a function we can affect. The calculations on what equipment NPCs will swap to are buried in the engine code.
