Having tested all the possible paths, here's my result. There's an initial "ask me any questions" phase where this fits perfectly well.
Instead of checking entering the apartment (stage 55), allows dialogue after entering the apartment during the question phase, and after refusing the quest (stage 70). Instead, check accepting the quest (stage 80). Also allow dialogue again after quest is over (stage 1000 and/or 2000).
Adjusted top level prompt priorities. Some were already nicely ranked order (10, 20, 30, 40). Others were all set to 10 or zero by default, which didn't work well together.
Finally, fixed some early prompts that didn't loop. In the base vanilla game, generally the top 3 or 4 are final results, while those at the bottom loop. (Probably needs work on for later prompts, but was only testing this early stuff.)
This is patching a free CC, and it really improves a missing part of the game. But it would be a separate patch from USFP. How do we want to handle it?

This is outside the scope of this project as this is neither a vanilla bug nor a Shattered Space bug. This should be sent to Bethesda.
