Issue #34907: Various placement/enable parent related issues in Proudspire Manor

 
000D8ABC: A number of problems related to this shelf (UpperShelf01) and items placed on it or nearby. It almost makes me wonder if there's bad collision, but the same issue doesn't seem appear to occur in other areas where it is used.
- Deer skull (000D8ABF), bowl (000D8AC0), cups (000D8AC1, 000D8AC2, 000D8AC3), and clothing (000D8AC9) don't stay put and havok in various places in the room. You can hear this happening when entering for the first time as soon as the housecarl's room is enabled.
- 000D8AC2: Cup placed too close to the edge.
- 000D8AC4: Sack placed too close to the edge; likely should be moved closer to the center.
- 000D8AC5, 000D8AC6, 000D8AC7: Rug rolls possibly meant to only be enabled prior to the housecarl's room being enabled. If so, they need the 'set enable state to opposite of parent' flag.
- 000D8AC7: Rug roll clipping with the top of the shelf; only relevant if it is meant to be left enabled when housecarl room furnishings enable (see above).
- 000D8AC8: Sack possibly should have its enable parent set to 'opposite of parent' like the others next it. It's poorly balanced on the top of the shelf.

000D8A32: Mead bottle embedded partially in shelf.
000D8AD4, 000D8AD5, 000D8AD6: Mead and wine bottles poorly placed on shelf. They will often fall down on the floor somewhere nearby after the alchemy addition is bought.
000D8ADF, 000D8AE0, 000D8AE1, 000D8AE2, 000D8AE3, 000D8AE4: Oversized mead barrels clipping with shelves and two clipping with each other; setup depends on which additions have been built.
0612C62E: Rag (added by Fishing DLC) placed on floor and never disabled when decorations are added. It's possible they intended for it to be placed near the fish tank like another one (0612C5F0) and enabled when the tank is built. Since there's no enable parent setting, it's hard to tell what was intended for certain.

000D8AB9: Another rug roll (in addition to the three already listed above) that probably should only be enabled before the housecarl room furnishings enable.

000D8A4E: A lavender branch is missing its enable parent. It shouldn't be there until the kitchen addition is enabled. In other words, the enable parent should be set up like the shelf below it and the potion next to it.
000E25EA: A lantern will be floating above a table prior to the living room addition being enabled.

A note on the shelf (000D8ABC) and its contents mentioned in the original part of the ticket. After testing a bit more, the havoking may be due to script lag. The chance of this occurring seems to decrease if you become Thane, which enables the housecarl room decor, and then enter the home once prior to purchasing any furnishings from the steward. So I don't think there's a collision issue related to 'UpperShelf01' after all.

Also, I think 000D8AC8 actually is supposed to be there once the furnishings enable after all.
