Issue #35389: Geometry / Spawn Points for Anvil Oblivion Gate for Allies for Bruma Cause Inaccessible Enemies

 
I frequently encounter a scamp inside a rock that can attack me but not easily be attacked.

I've noticed this with several Oblivion gates, but I haven't made note of which ones it occurred at. The culprit is usually a large rock very close to the gate.
