Issue #35912: Unable to become Thane again after The Rift is taken during the Imperial side of the civil war

 
For some reason Maven-Black Briar isn't giving me the option to become Thane again after The Rift is taken for the Empire during the civil war. The option did come up for Brina and Kraldar, so I'm not sure what's going on for sure.

Notes:
- The Thieves Guild questline has been completed.
- I bought Honeyside previously when Laila was the Jarl.
- The steps (helping citizens) were completed previously to earn that rank.

The problem still persists after completing the civil war questline when siding with the Legion. I'm unable to figure out what caused this to bug out to begin with, since all of the prerequisite quests had been completed when Laila was Jarl. Also, Maven's disposition is 2, which is enough to satisfy the requirement to offer the title.

As you know, the Thane process in The Rift is handled differently and is more complex than in other holds. This makes it a lot harder to narrow down where something bugged out. If the documentation on UESP is valid then this issue has been around for a long time, likely going back to the game's original release.

One of the guards just addressed me as "Thane" recently in one of his random hello comments, so I'm not sure what's going on. Supposedly the four thane-related hello topics (under DialogueRiftenHellos) require that stage 200 of FreeformRiftenThane be completed. The console indicates that the quest is at that stage in my game. It seems like maybe I never lost the title when the city changed hands, which if I understand correctly shouldn't have been the case.
