Issue #36000: Shield placement near Vanryth's armor stall in Ragged Flagon

 
A dummy shield (000C5C6C) is supposed to be placed on a wall near Vanryth's armor stall in the Ragged Flagon. The trouble is that it never seems to stay put on the wall. It has the "don't havok settle" flag set, but that flag is usually quite unreliable. I'm not sure if there's any other way to get it to stay there. Would adding a "defaultDisableHavokOnLoad" script property to the reference help?

Adding the script would help, but it depends how many there are. That script can cause slowdowns if too many are used in the same cell
