Issue #36090: Rare flickering lights in Thieves Guild Cistern

 
Cistern, archery and lockpicking training room. Rare flickering lights in 3rd person view.
Engine limitations at work, I think, as I was surprised to see that there's no roombound system in this interior.
FWIW I made one, and it works.

The attached archive contains both:
1- A save file for checking. Load and just slightly move the camera left/right with mouse to see the issue.
2- A fix plugin (5 room markers and 4 portal markers)
3- A CK overview screenshot showing the implemented roombound system

Pros: fixes the reported issue and slightly improves performance
Cons: haters will probably complain that it messes with cosmetic mods heavily modifying the area (such as JK's Thieves Guild HQ for instance, that has its own roombound system).

Unfortunately this isn't going to be possible to bring in because there's an engine bug that causes the room bounds to break the water flow visuals. This isn't limited to just the Cistern or the main area and it's why Bethesda didn't put the bounds objects in.

Flickering lighting is obviously bad, but we'll need a different solution to resolve this.

After checking some Discord history on this issue in the main area, Issue #19918 came up as one we'd done before. It ran into the same problem and Darth and I had debated removing it but ultimately decided to leave it in since other vanilla cells with water have the same issue and we made the devs aware of it.

So long as the added bounds from your fix don't make any unneeded changes beyond what USSEP may already have done, it isn't a concern that someone else may have done it too. We address issues in the vanilla game, and despite the engine bug involved, this is an issue in the vanilla game.
