There is already code in place to properly swap the alias for Kraldar to take over. The alias contains a setting for "Jarl <BaseName>" which is how every other city is also set up. So he should be inheriting the proper title at the proper time when the hold changes hands.
I cannot find any reason for why this swap would not have worked as coded.

I don't really know what to say, unless there's another alias that overrides his Jarl alias preventing the name change. Something I don't understand is why there are separate (unique?) aliases for both Korir and Kraldar. I have no idea what they do, if anything. See the two at the bottom of the list:
