Issue #36091: Guard gets stuck in ruined walls in Windhelm marketplace

 
A guard will very often get stuck inside the ruined walls in the marketplace in Windhelm. The area is far too cluttered in the Creation Kit for me to tell if there are proper collision boxes set up. It could be there's nothing that can be done about this, but it seems to occur far too often to be an engine bug. See the screenshots below. The crate you see inside what's left of the walls has a FormID of 000F3CB6.

It's probably obvious, but I failed to mention that this can only occur after the Battle for Windhelm.

There's already a navcut there that looks correct, not sure what else can be done.

The Navcut is only in place during the battle. Afterward it gets disabled along with the rubble. The destroyed arch remains. It looks like this will need to have a new AI marker set up for the Imperial soldiers to use after the battle.
